Paris entries are unworthy of the capital. "It was necessary to change the face of these neglected areas," says Roger Madec, Mayor of the 19th arrondissement. "For decades, these thresholds were hostile places, illustrating the divisions between the capital and its neighbouring communes." Today, operations of reconquest of these territories are designed to deliver them to their true place. "They are at the heart of the central ring of the metropolitan area and are not in the city limits, or periphery," said Pierre Mansat, Deputy Mayor of Paris responsible for relations with the local authorities of Ile-de-France. "The current policy of urban illustrates a desire to restore damaged and isolated pieces of the city." This is a project across the metropolitan area. 
Yet, before these vast projects of rehabilitation and urban requalification, many bilateral charters have been signed since 2001 between the capital and its neighbours with the aim of flat to the difficulties, evaluating overall needs and objectives of these pieces of town often located straddling two, even three Commons. The book "Develop Paris" (1) lists 9 major projects aimed at "rehabilitating the Crown". In this part of the capital, the society and local communities are working on the creation of a piece of city which will begin to see the current 2010 day. Side of Aubervilliers, not far from the basin, the triangle formed by the device, the street from the station and the avenue Victor-Hugo will be built.
